strangemodul3 ::: Favorites They say the same thing as if you haven't finished the SI main quest/don't have SI. Apparently they don't recognize you as Sheogorath. Well that makes perfectly good sense, and the people at Bethesda are pretty smart, not even ignoring a single detail.
