Wrong. The game DID use the R button on N64, it was used for the shield. It even used the L button to trigger the mini map ON/OFF.

No Phantom hour glass on DS or Link to the past on GBA but it wouldn't surprise me if Ocarina did come to the DS at a later date bundled with majoras mask but i have them on GC.

because the game never used the r button or d-pad on n64 and cuz the c buttons are abbreviated with the analog stick on the psp controller while holding the circle button. in other words, its cuz one button was never used, and 4 buttons were abbreviated to an anolog stick.
